U.S. keeps antidumping, countervailing duties on Chinese PLT tires

The U.S. International Trade Commission (USITC) voted to maintain antidumping and countervailing duties on passenger vehicle and light truck (PLT) tires from China. Commissioners affirmed that revoking these orders would likely lead to the continuation or recurrence of material injury to the domestic tire industry.

The original duties were implemented in 2015. In the latest 5-year sunset review, USITC ruled that removing the tariffs would harm domestic producers. Here are the key takeaways from the recent ruling:
The Vote: Commissioners Jason E. Kearns and Amy A. Karpel voted in the affirmative to keep the duties, while Chairman David S. Johanson voted against.
Historical Impact: Imposed by the U.S. Department of Commerce in 2015, the initial antidumping duties ranged from 14.4% to 87.9%, and countervailing duties ranged from 20.7% to 100.8%.
Import Volumes: According to Department of Commerce data covered by Tire Business, PLT tire imports from China have fallen nearly 98%. Imports dropped to 1.3 million units recently, down from 56.8 million units in 2014.
